2. It has been suggested that these men should be

recruited and trained by the Police but that, to avoid the

difficulties of dual control, they should form a separate

body of Railway Police under the direct control of the Manager

of the Railway. I am doubtful of the advisability of setting

up a separate Railway Police Force and before proceeding further

in this matter I should be glad to be informed as to what is

the recommended practice in the light of similar organizations

in other Colonies.
